We do adjust the match to accommodate those situations but it can never be perfect if the players are too far apart in elo or levels. You don't need to do it for other playlists.
There's plenty of fake accounts out there. At the present time more than half of matches have at least one party. It also doesn't help that new players start with something around or elo which rises or falls quickly in the first 20 or so levels.
